This project originally began with the prison to be located on the west side of KY.  The prison location changed and the project changed from improving a strip mine road and Old KY 3, to adding shoulders and turn lanes to the Airport Road.  The plans were produced from field surveys.  The utilities were of special concern because they remained in place with the exception of some fiber optic telephone lines that were abandoned.  The photograph shows the widened shoulders and new guardrail looking up the hill.  Photographs of the project are limited due to the proximity of the prison.  The Bureau of Prisons does not allow photographs of the prison grounds.
