    Hazard Water Treatment Plant

Hazard, Kentucky is located in the heart of the eastern Kentucky coal-producing region.  As such, the City of Hazard has been highly successful in obtaining funding for various water distribution projects in the area utilizing Kentucky Division of Abandon Mine Lands (DAML) funds.  DAML is an agency of the US Office of Surface Mining (OSM). In part, because of the multitude of DAML funded water distribution projects, Hazard was able to obtain partial funding for a needed water treatment plant expansion through this program.  One drawback of utilizing DAML funds was the requirement for phasing because of the limited annual dollars available.  Therefore, the City of Hazard Water Treatment Plant utilized a two-phase implementation plan.  This plan took into account what could be accomplished during the first phase with limited funding (approximately $700,000), final project goals, and final funding available through DAML and principal supplemental funding sources. The original Hazard Water Treatment Plant (designed by H. A. Spalding) was constructed in 1957 with a design output of 1.0 mgd.  With the aforesaid Phase I and Phase II improvements, plant output is 5.0 mgd.  The projects made maximum use of existing facilities.  Much of the existing plant was refurbished including interior arched columns, original sedimentation basin, and four original filters.  Additional facilities added during both project phases included: new flocculation basins, new chemical feed building, new filter building and pipe gallery, new raw and high service pumps, new inlet facilities, and new disinfection building. The water plant will provide water for approximately 6,000 residential customers along with approximately 800 commercial entities and the Cities of Buckhorn and Vicco, Kentucky.
